BGA Retirement Advisors Ongoing Process of Oversight and Due Diligence
Working closely with your Human Resources Staff, Retirement Plan Committee and your Employees, our team of retirement plan specialists will provide fiduciary and non-fiduciary support in the critical areas that make a successful results-oriented Employer Sponsored Retirement Plan.
A successful plan is one that incorporates an ongoing process of oversight and due diligence in the following areas:
Plan Set Up/Plan Conversion
- Perform an analysis to help with Plan design and the Request for Proposal (RFP) from record-keeping platform providers as well as reviewing the responses and preparing a comprehensive summary of the RFP.
- Development of an Investment Policy Statement (IPS).
- Design of the Plan's investment menu, with recommendations as to the structure as well as recommendations for the investments to be offered.
- Support of employee enrollment and investment education meetings.
Recommend & Monitor Investment Options
- Development and/or review of an Investment Policy Statement (IPS). If the Plan has an existing IPS then assist in the Plan's review of the existing IPS in determining whether the Plan's investments are consistent with the goals set forth in its IPS and assist in identifying appropriate revisions to the IPS.
- Identification and review of the Qualified Default Investment Alternative(s) (QDIA(s)) and provide recommendations, when warranted, to possible changes in the QDIA(s).
- Assist with review of the investment objectives of the Plan to determine if the investment objectives continue to meet the needs. Review of third-party investment reports used in fund due diligence and evaluation.
Plan Performance Review
- Review of the investment options as to alignment with the IPS and, when warranted, recommend possible changes in investment option(s).
- Assist with review of the investment objectives of the Plan to determine if they continue to meet the needs and objectives of the Plan and its IPS.
- Review of the service provider(s) to ensure they are meeting the needs of the Plan, including but not limited to the services stated in their REISA Section 408(b)(2) disclosure(s).
- Assist with review of the Fiduciary Insurance Policy for the Plan fiduciary(ies) to confirm that it continues to meet the needs of the Plan.
- Assist with review of the retirement plan readiness of the participants as defined by the Plan by performing/obtaining analysis on participation, contribution rates, asset allocation/rebalancing, outstanding loans, etc.
Benchmarking of the Platform, Fees & Services
- Perform periodic reviews and benchmarking of the Plan's fees, services and investments. Perform research and provide reports to assist the Plan in evaluating reasonableness of fees and completion of services.
- Assist with review of the Plan's ERISA spending account of Plan Expense Re-capture Account (PERA) in monitoring the Plan's fees, and when warranted recommend possible change in fee structure to reduce fees.
- Review of the service provider(s) to ensure they are meeting the needs of the Plan, including but not limited to the services stated in their ERISA Section 408(b)(2) disclosure(s).
Plan Compliance Review
- Conduct periodic review (at least annually) of specific Plan items as determined by the Plan and advise the Plan whether it is operating in accordance with Plan documents and applicable provisions of ERISA as it relates to the specific items.
- Assist with review in evaluating the Plan's level of compliance with the requirements of Section 404(c) of ERISA
- Assist with review of the ERISA Section 408(b)(2) disclosures to confirm the Plan has received any new or updated disclosures for each of the Plan's Covered Service Providers. Perform research and provide reports to assist the Plan in evaluating reasonableness of fees and completion of services.
- Assist with education/training the Plan committee in developing knowledge of their fiduciary obligations.
Participation Education Services
- Coordinate and/or conduct periodic investment, enrollment and/or retirement education meetings for Plan participants as determined by the Plan, including one on one meetings as requested by Plan participants.
- Assist in development of a participation education and communication strategy which fits the needs, objectives and demographics of the employee/Plan participant base.
- Assist in providing participant support via phone and email communication.
